TLILIC0005 Licence to operate a boom-type elevating work platform (boom length 11 metres or more)

This nationally accredited unit specifies the skills and knowledge required to safely operate a boom-type Elevating Work Platform (EWP) where the length of the boom is 11 metres or more in accordance with all relevant legislative requirements. Competence in this unit, does not in itself result in a Risk Work Licence (HRWL) to operate this plant. It combines theoretical learning and practical training to prepare students to demonstrate competency, which is required for applying for a High-Risk Work Licence (HRWL).

Learning Outcomes

Upon successful completion of this course, students will be able to:
  • Demonstrate competency in both theoretical knowledge and practical operation required for a High-Risk Work Licence
  • Conduct pre-start inspections, hazard assessments, and routine maintenance checks on the equipment.
  • Plan, position, and manoeuvre the platform to safely complete work tasks.
  • Apply emergency procedures and respond appropriately to hazards or equipment malfunctions.

Entry Requirements

  • Students may undertake the training prior to turning 18; however, they cannot apply for their HRWL until they are 18 years of age.
  • Provide and bring three (3) original forms of identification that meet the requirements outlined here.
  • Hold a valid Unique Student Identifier (USI). This is a mandatory requirement for issuing nationally recognised qualifications in Australia.
  • Complete a Language, Literacy, Numeracy, and Digital Literacy (LLND) assessment at a minimum of Australian Core Skills Framework (ACSF) Level 2 prior to course commencement. This assessment helps determine whether additional learning support is required to successfully complete the qualification.
  • Complete a Health and Fitness Declaration. Students are required to declare any medical condition(s) that may prevent or limit their ability to safely and fully participate in the course.

 

Student Responsibilities and Practical Requirements

  • Students must have a reasonable level of physical fitness and be capable of performing physically demanding tasks as part of the practical training and assessment requirements.
  • Can manage the mental and physical effects of a fear of height.
  • Read and comply with work instructions and specifications.
  • Report any hazards, incidents, or injuries immediately to the trainer.
  • Students must wear long sleeve Hi-Visibility shirt (or long sleeve shirt with a Hi-Visibility vest), Long Pants, Steel Cap Safety Boot, Hard Hat (helmet), safety glasses and sun protection on face-to-face training days.
  • Students must attend all scheduled sessions on time and notify the trainer in advance if unable to attend.

 

Funding

This course is eligible for Construction Skills Queensland (CSQ) funding under the 2025–2026 Short Course Program. CSQ provides financial support to help upskill Queensland’s building and civil construction workforce.

CSQ Subsidy available: $600.00

Student Contribution: $260.00

Students must receive written confirmation of CSQ funding approval before commencing training, as retrospective claims are not permitted. Funding is subject to eligibility and availability.

This 3-day, 8h per day, face-to-face course combines theory and practical training delivered by experienced trainers with current industry knowledge. Students will develop the skills and knowledge required to safely operate a boom-type elevating work platform.

Training is delivered in two sections:

  • Theory training and assessment – covering knowledge requirements, workplace safety, and operational procedures
  • Practical training with demonstration and assessment – hands-on operation of the equipment under trainer supervision

The course uses a blended learning approach, including face-to-face exercises, workplace simulations, and integrated knowledge assessments, ensuring students gain the competency, confidence, and safety awareness needed to operate the equipment effectively in the workplace.

 

Assessment Methods

Assessment is conducted by qualified assessors using a combination of tools and methods, in accordance with the principles of assessment (fairness, flexibility, validity, reliability) and the rules of evidence (valid, sufficient, current, authentic). Students will be assessed as either Competent or Not Yet Competent based on their performance against the unit requirements. Assessment methods may include:

  • Direct observation of practical skills and tasks during training exercises
  • Verbal questioning to assess underpinning knowledge
  • Written responses to theory-based questions
  • Portfolio evidence, including completed workplace documents or work samples
  • combination of the above methods

 

Reassessment Information

If you are assessed as Not Yet Competent (NYC), you will have the opportunity to be reassessed. You may contact Host Safety and Training (RTO 40772) to arrange your reassessment. A reassessment fee may apply.

  • Reassessment will focus only on the part of the assessment that was not successfully completed.

  • Reassessment must be completed within 60 days of the original assessment.

  • If the 60-day period lapses, the full assessment may need to be repeated.

  • You will receive feedback and support to help you prepare for reassessment.

 

Recognition of Prior Learning (RPL) and Credit Transfer (CT)

Host Safety and Training RTO (40772) offers Recognition of Prior Learning (RPL) for students who can demonstrate prior skills and experience relevant to the course outcomes. Students may also be eligible for Credit Transfer (CT) for unit of competency they have previously completed through another Registered Training Organisation (RTO).

RPL and CT applications are assessed individually in accordance with our RPL/CT Policy and the requirements of the training package.

Students who successfully complete all training and assessment requirements of the course will be awarded a nationally recognised Statement of Attainment for TLILIC0005 Licence to Operate a Boom-Type Elevating Work Platform (Boom Length 11 metres or more), issued by Host Safety and Training (RTO 40772).

Note: Competence in this course does not automatically grant a High-Risk Work Licence (HRWL); graduates must submit a High-Risk Work Licence application through Workplace Health and Safety (WHS) Queensland.

 

High-Risk Work Licence Application

Upon successful completion of this course, graduates are eligible to apply for a High-Risk Work Licence (HRWL) for the boom-type elevating work platform (boom length over 11 metres).

Applications must be submitted via the WorkSafe QLD Online Services portal. The application fee is approximately $109.71 per class.
Applicants are required to hold a Queensland Digital Identity (QDI). From 16 March 2025, all previous QGov accounts will be migrated to QDI, and applicants will be prompted to verify their identity during the application process.

To complete the application, you will need:

  • Your current HRWL (if applying to add an additional class)
  • A valid form of identification
  • A valid form of identification issued by the Department of Transport and Main Roads (e.g., QLD driver licence, adult proof of age card, or customer reference number)
  • Payments can be made by credit card or BPAY.
